HTTP server should use a more generic format to report errors

The Sesame HTTP Server currently reports errors using the serialization of Java's Properties class and it also refers to Sesame-specific exception classes in these reports. The former makes it hard to process the messages in non-Java environments, the latter results in unwanted changes to the protocol when the related exception classes are renamed or relocated.
